The Committee on Fuel Poverty (CFP) annual report assesses progress towards the 2025 fuel poverty milestone and 2030 target. It makes recommendations on the targeting of energy efficiency measures, fairer pricing and collaborative working.

The Committee on Fuel Poverty’s 2023 Annual Report, Meeting or Missing the Milestones, argues that a dramatic reduction in fuel poverty is within reach, but only if the government “improve(s) targeting of payments to support bills and better targeted energy efficiency programmes to meet the government’s target and milestones.”
The report argues that the 704,000 properties in England rated E, F and G, require urgent upgrading, or the second 2025 milestone will also be missed, and this will have a knock-on impact on the government’s 2030 fuel poverty target.
The report leads with 5 broad recommendations, which are:
- Ensure a robust Fuel Poverty Strategy and effective measurement of fuel poverty that leaves no one behind.
- Improve targeting of payments to support bills and better targeted energy efficiency programmes to meet the government’s milestones.
- Improve affordability of bills through fairer pricing and better regulation to protect the fuel poor.
- A shared mission to tackle fuel poverty adopted by government, local government and the NHS.
- A fair transition to net zero that does not increase fuel poverty.
These are underpinned by 19 calls to action.
